How to Become a Filer in Pakistan
A filer is anyone whose name appears on the FBR Active Taxpayers List (ATL), published every Monday. The path is fixed: activate NTN → file your income tax return → submit your Section 116 wealth statement → appear on the Monday ATL. Here is exactly how it works.
The 4 steps to ATL status
- 1. Activate your NTN. For individuals your CNIC is your NTN — activate it on the FBR IRIS portal with NADRA biometric verification at an e-Sahulat centre or via the Tax Asaan app. Full NTN registration guide →
- 2. File your income tax return. Individuals and AOPs file annually, due 30 September. Declare all income and claim every withholding credit (salary u/s 149, bank profit u/s 151, property 236K/236C) with CPR evidence.
- 3. Submit the Section 116 wealth statement. Mandatory for individuals: reconcile closing vs opening net assets against total inflows and personal outflows until the difference is zero.
- 4. Appear on the Monday ATL. FBR publishes the ATL every Monday. Returns filed after the due date attract an ATL surcharge (Rs 1,000 individual / Rs 10,000 AOP / Rs 20,000 company; amounts subject to Finance Act 2025).
